Weatherization Assistance Program (WAP)





Operation Breakthrough, Inc. implements a Weatherization Assistance Program (WAP) that strives to help homes become safer and more energy efficient. By making the home more energy efficient, the resident's heating and cooling cost can be reduced (on average) by 32 percent.  

Some of the methods used to insulate a home are weather stripping, caulking, replacing deteriorated doors, insulating floors, attics, and walls,  as well as repairing broken window panes. Operation Breakthrough's WAP also runs the Heating & Air Replacement Program (HARRP) when funds are available to repair or replace heating and air units. You must apply for Weatherization Services to be eligible for all departmental programs.

Weatherization Bid Process

Operation Breakthrough, Inc. is requesting proposals from interested parties who are properly licensed contractors in the State of North Carolina in the following individual trades:

Weatherization Whole House – air sealing, using blower door,  combustion analyzer.

MINORITY, WOMEN, AND DISABLED OWNED BUSINESSES ARE ENCOURAGED TO PARTICIPATE IN THE BID PROCESS.

Original copy of proposal must be received by 5 pm, May 21, 2010.

Urgent Repair Program

If you need emergency repairs and you are elderly or have special needs and your income is below 50% of the area median income, you may be able to get help through the Urgent Repair Program (URP). (please note: This program is currently limited to residents of Northeast Central Durham.) Local government and nonprofit agencies use URP funds to correct housing conditions that threaten your life or safety, such as failing septic systems, dangerous heating systems, or rotten floors. The program can also pay for ramps and other accessibility modifications that enable you to continue living in your home after an injury or illness, such as a stroke.

As a homeowner, you may qualify for a grant through the URP program if you are elderly, handicapped or disabled, a single parent, have a household of five or more, or have children in your household with elevated blood lead levels.
